I'm trying to replace an efi relay which i assume is causing my 1990 honda civic not to start when hot. I cannot find it by looking under the dash. Do I have to remove the dashboard to find it?

If you mean the Main Relay It's under the dash bolted to the left side of the body by a 10mm bolt.It's about 1 3/4 x 2 1/2" and usualy black and a pain in the ass to get to and put back in!!!!
I've replaced about 5 of them on 88-91's and the computer shows a 16 blink or injector code. And it only happens so often. This relay controlls the current to the ecu so check your codes 'first'
