All of the mechanics I have talked to say that the carburetor for 85 civic cannot be rebuilt, yet on carparts.com they sell rebuild kits. Can it be rebuilt?

You'd better know what you're doing if you're going to attempt a rebuild on that carb.

What's going on with it? What are the symptoms? I'm sure it can be, but i would be afraid to mess up the miles of vacume lines. You could get a weber conversion for about 350.00 US and get rid of all that! But if you're on a budget and it's running crappy all the time, use a can of carb cleaner with a 'jet nozzle' and use short blasts around the base and vacume lines to see if there is a change in engine rpm (higher or lower). I've changed a few carb base gaskets on those also! (about 60.00 US) I'ts a thick rubber part that has two metal plates inside. One plate mates to the manifold and one to the carb base, like a shock mount. A lot of carbs are messed with and screwed up because it's a vacume line, sensor or something else. You might want to try and change the O2 sensor, sometimes the wire gets burnt on the manifold, or POOPOO gas is pumped in and contaminates it (nowdays everyone is selling crappy gas for a premium price!!!) give us something to work with....
