Richard, that clip looks like it's from Reno 911, the comedy show on Comedy Central in the States. I could be wrong, but it definitely seems like it's from the show. It all seems like the writers' humor, and the cop looks like one of the characters.

I just saw that on TV a couple hours ago and freaked out in front of my extended family at the atrocity. Needless to say, the feeling wasn't shared with everyone and I was rather embarrassed, but the feeling remains.
