4-1 high revs, 4-2-1 low mid torque

Anyone know the difference btw a 4-2-1 header
and a 4-1 header. I'm recall one being better for low end torque while the other for higher end but cannot recall which?? I am of course referring to the 2 headers on Ebay right now.
