I have a Civic from 1981, it has an 1.3 engine. Can I mount the carburators of the 1.3S civic on it?
The Civic 1.3S has double Keihin carburators, the 1.3 just a single one.

I know that it fits, but will it work ?

And who can tell me what the differences between the 1.3 engine and the 1.3S engine are ? Do I have to replace the camshaft? Or the entire cillinderhead ?

I hope somebody knows....

I have that same engine in my first gen. I've used those carbs for years on both EB and EN engines.
So yes, it will fit, but you have to get coolant from somewhere into the other manifold. No problem, just take it from the one going to your heater. Your gas-cable may need to be shortened, go to a cycle shop for those end pieces for cables if this is the case.
As for differences on the engines:
The S has a lower CR; 8.4 instead of 8.7, it has the mentioned carbs, but it also has a different cam. I would keep your engine if it runs good, stick the carbs on them, and look out for a cam.
Does civicNL mean you live in Holland??
If so let me know, I might be very close to you. I might have the cam you're looking for.
